Specific Absorption Rate - What you need to know?
We know that cell phones emit radio frequency (RF) energy.
Specific Absorption Rate or SAR is a measure of the rate/amount of radio frequency energy absorbed by the body when using radiation-emitting products (i.e., when you are exposed to EMF or RF waves)
This is one of the specifications to note when you purchase a mobile or any other relevant electronic products. The SAR for mobile phones is generally in the range 0.5 - 1.6 but it is always better to check the SAR.
The limit in the United States by the FCC is at or below 1.6 watts per kilogram whereas as decided by European Union for mobile phones, and other such hand-held devices, the SAR limit is 2 watts per kilogram. Prescribed SAR limit in India is 1.6 W/Kg averaged over one gram of human tissue.
Things to be aware of:
Though it is important to note the SAR, it doesn't stop there.
A cell phone with less SAR value isn't necessarily less harmful than one with higher SAR Value, though it is bound to.
It also depends on the usage conditions, network, and a lot of other factors.
The typical radiation absorbed by the body, in all usage conditions, is not taken into consideration while measuring the SAR value of the device as that is not practically possible.
SAR Value indicates the highest value at usage conditions. There also chances that the device will never be used under those circumstances.
Mobile devices constantly vary their power based on the coverage and other requirements for communications, so operation at maximum power might occur infrequently.
The point, here, is that though SAR Value is a notable feature of the device. There are a lot more efforts need to be taken to stay safe from radiation ill-effects. One of the most effective ways to stay safe is to keep your mobile away from your head and body as much as possible while in operation. You can use speakers while on a call, ear phone/headset or any other means.

India To Implement Stricter Norms for Mobile Phone and Tower Radiation From Today - Telecom Talk
" Concern for the safety issues over health hazards due to radiations emitting from Mobile Tower and Mobile phones, Government of Indias Department of Telecom (DoT) is all set to implement the new policy and regulation on electromagnetic radiation emitted by Mobile Tower and Handsets from today i.e. September 1. "Suitable amendments in the Indian Telegraph Rule under Indian Telegraph Act 1985 are being enacted in support of ensuring compliance of new SAR values for handsets. Tracking Developments In Indian Telecom Industry. Indian standards would now be 10 times more stringent than more than 90% countries in the world...Read more

US watchdog calls for review of mobile radiation standards
" The Q-link mobile radiation protection device is a new and exciting addition to the well-known Q-link range of "body" products. Programmed with over 100 natural frequencies known to support the biofield, the Q-link is compact and feather-light so it won't get in the way. Just attach it to a device where it will come closest to your body. ""With mobile phones in the pockets and purses of millions of Americans, we need a full understanding of the long-term impact of mobile phone use on the human body, particularly in children, whose brains and nervous systems are still developing," Markey said...Read more
